CHAPEL HILL — The Town Council will resume a public hearing and could now vote Monday to establish a new zoning district for the Ephesus-Fordham small focus area.
The meeting begins at 7 p.m. at the Southern Human Services Center, 2501 Homestead Road in Chapel Hill. It was postponed from Thursday night because of audiovisual problems at the center.
The “form-based code” district would set guidelines for future building projects, including height, parking and landscapes. Town staff would approved most projects that meet the code, and the Community Design Commission would approve building materials and architectural features.
The Town Council would not review projects in the Ephesus Church Road-Fordham Boulevard area or hold hearings once the code is in place. The form-based code would not change how projects are approved in other areas of town.
As proposed, the code could allow buildings up to 90 feet tall at the core of the 190-acre district and 45 to 60 feet tall beside streets and homes. The plan also includes $10 million in new and improved roads and stormwater improvements.
Within 20 years, the district could be built to include 460,000 square feet of retail, 300,000 square feet of hotel space and 150,000 square feet of offices, said Dwight Bassett, the town’s economic development director.
Nearly 1,500 apartments are possible, he said.
The council also could decide not to vote Monday and to continue the public hearing to April 28.
